CZLRoadCone Fix - Manually Activated by Player

This is a fix for the CZLRoadCone made by Chaos Zombieland

The CZLRoadCone is an awesome mod, but at every restart, if a car has a Road Cone in the trunk, it will bounce around and go under the map.
The same happens if a cone is in a player's base or inventory. The problem is worsened when a player buys a cone from the trader and a car is nearby.

This fix removes the automatic car snapping and requires the player to Manually Activate the Road Cone.

You must have the CZLRoadCone mod for this mod to even have a use.

Please do not repack this mod, I am sure CZL will update the CZLRoadCone soon and when they do, I will remove this mod from the workshop.

Much credit to Choas Zombieland for making such a great mod, which saves server admins and players a ton of time and reduces the amount of tickets that come from stuck cars.
