Panel Offset Fix

A rudimentary temporary fix for panels on modded maps that havent been able to update since 1.26.

Replaces the concrete panels with a textured box that should correct "floating panels"
Dosent look the best and removes the grass thats normally on the panels but this is just a quick fix for now.
If this has to become a more permanent fix for older abandoned maps then will look at doing better models and textures in future.

The Panels still may need slight adjustments consider this WIP
